In order to implement the safety supervision before the "Dragon Boat Festival" and the special action requirements of "commercial and fishery co governance 2022", on May 25, Ningde Maritime Safety Bureau, together with Ningde marine and fishery department, carried out the pre Dragon Boat Festival cruise and "commercial and fishery co governance" patrol and law enforcement action in 2022, focusing on the investigation of hidden dangers of maritime safety.
　　First, purify the navigation environment, patrol the important waterways, anchorages, accident prone areas, ferry traffic intensive areas and other key water areas under the jurisdiction, and clean up illegal fishing vessels and illegal breeding cages on the route, so as to ensure that the waterway is fresh and the navigation environment is safe; Second, spot check the ship's watch by radio and other means, focus on checking the crew's failure to be on duty at VHF radio station and lookout as required, and call the passing ships to pay attention to strengthening watch, pay attention to the surrounding fishing vessels, and prevent the collision of commercial fishing vessels; Third, in combination with the requirements of special actions such as "three-year action", "joint governance of Commerce and fisheries" and "regulation of two ships", we will focus on patrolling Sansha port, Yushan Island, the junction of Fujian and Zhejiang and other illegal vessel activity waters, and severely crack down on illegal sand mining and transportation, inland river vessel navigation beyond the navigation area, failure to keep AIS open and other illegal acts of vessels and crew members; Fourth, carry out the publicity and implementation of safety, epidemic prevention and fishing moratorium, actively create a high-pressure situation of law enforcement, urge ships and crew members to implement the main responsibility for safety, abide by laws and regulations and the order of navigation and berthing operations, and avoid accidents.
　　On the first day of the operation, a total of 25 law enforcement forces were dispatched, including "Haixun 0809", "Haixun 08303" and "China fishery administration 33025", 11 ships passing by were spot checked, and 2 violations were investigated and dealt with. In the next step, the Bureau will continue to deepen the communication and cooperation mechanism and information transmission mechanism of sea related departments, highlight the overall planning of resources and joint prevention and control, effectively improve the level of water safety supervision in important regions and key periods, and ensure the continuous stability of the water safety situation in its jurisdiction.
